I've lived in Japan for over a year now and have never once seen a blue traffic light. They are green...also, people do wear sunglasses and places do have napkins.

I've just got back from Japan 2 days ago, plenty locals wear sunglasses. traffic lights are green, there were napkins & tissues/serviettes in all restaurants. rest of it is true tho
