For anyone asking why they dont keep it open, its probably because of phantom jams. If all of the lanes get jammed as a result of phantom jamming, then they can quickly deploy a new lane to “release pressure”, like a pressure release valve. If that lane were to be kept open it could be potentially blocked too by phantom jams

I'm guessing it is like during the morning peak hr traffic they open up the lane on 1 side. And for the evening peak hr it's on the opposite side, so they open up the other side. It's used on main roads in big cities with very heavy traffic I assume.
