I’m sorry but this is one of the problems with corruption within the government. I seen they say he was a good mayor and all that. But the officers would not have pity if the average citizens.

I took it as, he knew that he was getting arrested, and he just wanted his wife to make it home safely and unstressed. And he didn’t want them to cut him a break, hence “do what you SHOULD do”. He knew he was in the wrong.
