Yes! Rochester here and they are FINALLY starting to grow! Have you tried fertilizing? That has helped boost the growth along with it finally being warm the last week or so!

Pinch off the baby peppers and any flowers. Buy some good stinky compost and put that around the base of the plants but not against. Water regularly. It might be a sun problem though, looks shady.

Take off the peppers and flowers until they are a little bigger. It’ll help them focus on growing the plant first

Have you fertilized at all? I have fertilized once and add coffee grounds and egg shells to the base of mine and they are shooting up! Also in Minneapolis

I live in MN and mine are smallish too! I’m gonna top them and fertilize with banana peel water once this rain stops! This usually helps! I just soak banana peels in water for a few days(the longer the better) and fertilize each plant! Hope that helps!

I'm a couple hours South of you, but mine have been pathetic. I don't think it's been hot enough for long enough. Fish fertilizer helped a little bit.

Have you been fertilizing?? I would start with a nitrogen based fertilizer at this stage to help it boost its growth, the like a fish fertilizer with a 5-1-1 ratio. Once it gets some bigger growth then go in with a phosphorus based fertilizer to help it push out some blooms and fruit quicker!!!

Your soil looks hard. If the roots can't expand will stunt growth.

Pull all leafs off the bottom part of the plan and buds off too then it will trigger it to grow and not focus on growing peppers yet

Your soil is cracking which means you need moisture and some mulch on top. Add some blood meal or worm castings and cover with mulch. Water regularly!!

I’m in Michigan and my peppers are about 3x that, but I started from 4 inch pots not seed. My only reccomendation is to pick off the pepper while it’s still young. Let it focus its energy on roots and leaves first

Mine are a little taller than your basil that’s there, all my flowers keep dying on my horned sweet pepper. I might have one possible pepper growing but it’s not looking great. Also in zone 4b In British Columbia
