My personal recommendation is do what they do on aircraft and seal up the gaps that you can, silicone should do

Recommend a full underbody skid plate and plastic side skirts to prevent any drag on the jumble of components underneath. Remove door handles and tape over the indents.

Your rear wheel spats could be way longer and gradual. They could almost touch the tyre so long as they don't interfere with the wheel travel. Have them front and behind too.

You have probably done this already but I would reccomend attaching strings with tape on to the whole car to see exactly how the aerodynamics are doing, if there is air going somewhere you don't want it to go you will find out where it's coming out

try slightly less width on front tires and more positive offset on the front wheels to sink the wheel into the car more? slight stretch on tires would give it a more flush appearance to the face of the wheel. also, less contact patch in the front may help rolling friction?

add brush seals to the wheel arches in front, to fill the gaps. many buses have this too
