in colonial India when the British were trying to address cobra populations in urban areas they used bounties, the end result of which were secret cobra farms and after the bounty was dropped because of them, they released the cobras to the streets and populations sky-rocketed. all this to say, bounties are innefective and animal populations should be addressed by government, not independent actors
