Not a Cummins guy at any means but there’s high chances it’s just a weak fuel pump. Especially tuned trucks on original pump will struggle to hold pressure under high load, may need a pump, or a regulator if they have one. Either way, a good shop will put a gauge on it and drive it and go from there
