point in case ...the officers know he is right but are willing to torture and scare him with cuffs to make him think they will arrest or hurt him. so we need laws to make it illegal to cuff people when they havnt commited a crime.

1st mistake, “we don’t suspect you of being a felon”, so later you can’t say probable cause. 2nd, “You’re not detained, but you’re not free to go” 3rd, “We have to empty your pockets.” Only for inventory after arrest

Open carrying where not prohibited by law and concealed carry where not prohibited by law is not legal grounds for a detention let alone the obligation to provide information. Should be an easy lawsuit even pro se. but I’d still get a lawyer to maximize penalties for the police.
