it's seam sealer, you can sand it down yo make it smooth but be sure to make sure that there's something in the gap between the panels to stop moisture getting between panels

They looks like sealant not welds so removing may cause rust in the future from moisture getting in where it shouldn’t best thing I would suggest is a heat gun when going over them
