People just avoiding accountability. Lifeguard is there to watch and help but is just a safety feature, like a crossing guard or cross walk in general. Still up to the individual and if young individuals guardians to maintain safety.

why would the police charge him and why would the prosecuting attorney actually file charges. the parents not being mentioned at all in these charges is wild. he literally saved that boys life.
