After a brief search, police in East Ridge, Tennessee, arrested the child’s mother — 35-year-old Britnie Tester. She’s now facing charges of child abuse, neglect, or endangerment. According to the police report, the home where the mother was found was in “deplorable” condition. The toddler had visible injuries, including rashes on his legs, scrapes on his face and legs, a large red mark covering the right side of his face, and what looked like bug bites on his upper body. Police say the child is now in the care of the Department of Children’s Services.
