Even if the charges get dropped you have proof that he is a liar. Get him out in the Brady list and he will never be able to testify in court again. No agency will hire him if you do this

What a waste of time and money. If I’m correct this car looks like a Tesla. Regardless it’s a new car and to my knowledge newer cars come with hands-free, so there’s no need to have a phone to the ear. And the fact that the cop didn’t even want to look at his call list or investigate properly, I think false citations and false charges should result in the police officer or officers that gave those citations and placed those charges, responsible for court costs

if this is towards the end of a month they have to collect their revenue because they've got a monthly quota they've got to fill to justify their budget so they pass out these frivolous illegal citations just have had their quota to make the budget enough and anybody that says oh they don't have a quota look at your local police at the end of the month in spring and summer
