Could it be a money situation as to why they’re not all finished? 15 years ago I went to Mexico on my honeymoon and once you got off the resort areas it felt like they were trying to build it up to look nice but there just wasn’t enough money to complete everything. No idea what it looks like now tho but at the time it just felt like they used a bunch of money to start projects and ran out.
