Hello, vet nurse here 👋 you should place the cold or frozen towel under the dog (for them to lie on) not over the dog. Placing towels over the dog even if cold can trap heat that is escaping their body and therefore not effectively cool them down but actually heat them more. Also double coated breeds (eg labs) will naturally have less hair on their belly etc so lying on cold towels is more effective anyway!!! Hope this helps 🥰
