what he is saying is that that person must experience life apart from Jesus which is basically in the hands of the devil which is true sometimes people need to experience removal from Jesus in order to realise there is no life without him

Yes the "unrepentant" evil ones, like rapists, killers, child murders and so on..We should be pray them into the hands of the same evil, of the same devil that makes them commit such horrors, so that they can feel the same pain of what they do yo others, so that will repent, and be saved. Some people misinterpret this verse.

better to experience hard way, then to spend eternity in hell. "Blessed are those who mourn", better have hardships on earth than after earth. Every single tear that brings you closer to God, is worth it. also if somebody's unrepentant they are already in the hands of devil.

go deeper in that verse. It didn't say pray, that mean take your hands off so your spirit won't be drain. Sin is of the devil right , so let sin eat them up until the conviction of the holy grabs them into repentance to turn from their wicked ways. The scripture is about excommunication, removing the person from the church. You literally are not praying for the devil to come take someone you are removing them and placing them in the world where they can experience separation from God and the church.
