This is one of those moments where common sense and de-escalation tactics would have been important. The guy was clearly in motorcycle gear and helmet, most of those have headphones on, bro is probably just walking around listening to his music and had no idea. not that it makes any of it right, but there has to be a little bit of discretion and intelligence used
