I always check fuses with a meter or test light when installed. I’ve had a bunch look good and be bad

My brothers 13 explorer was doing the same thing. The first thing I did was check his fuses & relays. The starter relay was bad. A simple $10 relay, an oil change, & a new battery (his was 3yrs old) had his suv running like new again.
