i wouldnt do what u did at the start. id suggest creating a comp w ur ideal frame rate and then importing ur clip. precomp ur layer and in that layer cut deadframes w the exact frame rate of the clip to prevent missing out on extra frames. from there flow frame and just import ur new ff clip into the comp and then go out of it and put twix. this will help u keep more frames in most scenes.

What astral said and also twixtor isn’t necessary I usually find that it slow down my comp and in return doesn’t provide much difference, instead I would just check the frame blending option. As for the settings 2.3 is best for anime.

and instead of using frame number and adjusting the frame rate of twixtor, you can just precomp the flowframed clip, put twixtor on it inside the precomp, and if you just use time remap on the precomp it will work just fine
