Life in western countries is good if you dont plan to set up your own business. Although the Philippines is Third World, its great to set-up businesses here because of cheap labor and prices of land.

I think some of the criterias are, work-life balance, good public transpo, reliable public funded healthcare, retirement plans, purchasing power of each citizens, housing.
