Maybe try letting her walk beside you on the leash for a bit while walking your bike and it gives her time to explore and maybe tire herself out a bit and she will be more compliant with sitting in the basket once she’s a little tired

Find a basket to put on top of the basket so it’s like a cage and use zip ties. I think I’ve seen them for cats.
