I’d actually say they’re not betting big on Africa - they’re betting that they’ll fail to pay off the loans properly, allowing China to seize control of the area or extract further desirable terms. See Sri Lanka, Pakistan

This is oversimplifying the predatory nature of many of these loans. They require % of Chinese contractors and Chinese materials. China is lending them money to pay China to build their countries.
