But there's a huge difference between Dragon and Kuma, I'm sorry. And it's the bond. Kuma had a bond with Bonnie and she's still think of him like her only and precious father. Luffy didn't ever consider Dragon his "dear" father but like "yeah, he's my dad, just that". He doesn't hate Dragon like Ace with Roger, but he doesn't even care at all about him. There's no bond between them. Especially I think Luffy consider Shanks more like his father figure than Dragon.

He probably knew the world goverment would use his ties to luffy against him especially the celestial dragons so he just focused on his duty being in the revolutionary army. Never lost sight of his son though always watching
