I believe that the basic problem is that the motorcycle was not supposed to pass between cars stopped at traffic lights. The motorcycle should have been behind a car in the roadway. A motorcycle occupies a space like a car. It is not allowed to pass where it wants because it is smaller.

I never understood the "American style" blinker where instead of having an actual blinker light it blinks the rear lights. It's always so hard to see when someone is blinking like in that pick up clip
