there's no case numbers for STOP...it's a call for service number. Also they can pull stops literally anywhere within Colorado

Camera guys have no idea what they are talking about. You want a case number put in a FOIA request, but that doesn’t mean you are still gonna get it. No Officer is required to give you information regarding a case, a simple reason is because you are either not the suspect or victim and it contains PII.
