I think it’s because people are trying to find themselves in her by any means necessary and then fanon takes over. I think of it like how fanon Draco and canon Draco are two fundamentally different people.

A lot of people treat race as just the skin color. They don't take into account the culture, upbringing, other genetic traits that may come with it. It's a pat on the back, a "see, I'm not a bigot" but they don't think deeper.

It always rubbed me the wrong way how, during the Cursed Child casting debate, she just kinda went “oh yeah, Hermione has frizzy hair so she can be black” without, like, doing the work writing Hermione as a black person. It felt more like she was taking credit for fan headcannons.

When it is said that she is not white, it is because she does not have a specific description of her skin tone and that is why she can be imagined or interpreted as a white, tanned, pale or black girl. Not because she was black code.

If Rowling wrote Hermione as black we would know because she would not have a normal name and the racism wouldn't even be subtext. Don't get me wrong, versions of her being a POC are cool, but they can't even be considered a headcanon.

Yeah herminone is not Jewish or coded as such. She just has curly hair. Lot of Jews do have that but not all of us do. It’s not an inherent trait. Herminone never uses Hebrew or Yiddish or celebrates Jewish holidays or ask about Jewish mysticism like golems. If she was Jewish she would have sense of the meaning of Draco’s tone when he used a slur or spoken on historical Jewish genocides.
