But further east you go it starts to get greener again, due to weather moving Northeast from Oregon, and hits the east side of Washington. Just not rainforest though

The Hoh is in the OLYMPIC Mountains. Washington has no less than TWO major mountain ranges. The Olympics create the Hoh on the windward side while the Cascades with possibly a little contribution from the Oly create the desert conditions of eastern Washington.
