Check your water parameters. I know when there is too much ammonia in the water they gasp for air like that.

you have a bacterial bloom buy water conditioner and do water changes 1 bucket per day a quarter of the tank clean your filters once a week theres good and bad bacteria in the tank check your water ph levels and nitrates

Minnows usually stay at the top but the water def looks like it might need to be checked minnows usually don’t do very well in tanks (coming from experience)
