Artisan aquifer. That’s groundwater and the construction popped into it.

artesian well. I went to frame a house and the water was pouring out the basement windows. They had to drill a well beside the house to redirect the water pressure. Then created a pond the water was pumping up 7-8' in the air for the next 5 years. It eventually slowed up a bit 2' high, still going 15 years later.

Test the water see if there’s a chlorine residual in it to rule out the public water supply

I doubt it’s a spring running like that, secondly the building is built, foundation and dig for footers or foundation, would’ve developed then if that’s the case, I’d look for separate meter for irrigation perhaps or even existing water main not ever known about

Zach Turner :
It's either a spring or more likely a faulty main with water migrating back along the pipe to an escape point under the house.

Neighbors built a house. The guy who was doing their driveway told them they can't cut it where they wanted it, there's an artesian spring that runs through there, owner needs to pick new place for driveway. Owner hired new guys and had em cut where they originally wanted, hit the spring. Geysered out of the ground had to have a new well dig to redirect spring/relieve pressure.

My dad installed a sprinkler system (he owned the company) in it years ago, well a pipe busted outside & it took 24 hours & the city shutting the water off to the entire road for us to figure out he tapped into the city line before the meter for the sprinkler system. My dad passed so I couldn’t ask him.
