Should send copies of all documentation with an explanation and timeline of the events, and violations to all investigative bodies, i.e. Local IA if available, State police IA, and District Attorney's office. State Police investigates local law enforcement agencies. A lot of people don't know that! You can also file a complaint with the FBI for US Code 18 Section 242 (deprivation of civil rights under the color of law) and 241 if their were more than 2 officers involved and there is collusion between them to deprive civil rights. Just keep in mind that the FBI seldom does anything at all.
