I sent the parking lady crazy at the complex I work at.. for 3 years daily I’d put those junk advertising pamphlet’s you get in the mail under her windscreen wiper.. every day my mid lunch entertainment would be watching her slowly go insane, eventually crashing out daily.. she eventually quit for other reasons but I know I wore her down, mission accomplished boys

You don’t have to wash that off. Just take a picture of it and go to court. It’s a violation of your constitutional rights. They literally need a lot warrant to do that. Otherwise it’s illegal search and seizure. No ticket given that way would ever stand up in court.
