I can see the rubish on the side of the road. That leads me to believe that the rubbish thrown there by community has got into drains. Thus blocking the drainage system which is caused by community and because of that the water has now gotten to the point where the tar cannot hold all that moisture and starts to come apart slowly. Creating what you see here.
