23-26 year old African American 5.11” man pulled up next to me at the Richmond Target parking lot 7/15 at 8:05p and exposed himself to me. He was wearing a black plain t shirt and white basketball shorts, dark skin short hair. All I can remember. I filed a police report and I think the cameras got his license plate, hoping they catch him. Be careful out there😿😿
