Well genshin is an open world game, so it takes far more effort each update and the characters need to be able to do far more actions without having their hair and clothes clip into stuff. Hsr and ZZZ are both small areas where you can't do anything but walk for 90% of the game. So they can actually focus on making things flashier and smoother like this. ZZZ has their characters as there main selling point so they dump alot into them
