Pennsylvania vs Mimms allows the officer to remove driver out of the vehicle, Maryland v. Wilson extends the same reason to passengers, Since this is technically a traffic stop the lawful order of having him stay away from his vehicle and sit down on the curb is largely allowed and doesn’t violate any constitutional rights, if you believe the order given was unlawful/unjustified you’re supposed to take your complaints through the legal channels. Always go through the proper channels and make sure it goes to the department IAD(Internal Affairs Division) they will make sure if the cop in question is in violation there will notify you and the cop. Officer will receive their punishement/reprimand and then sue either the department or city in civil court.
