Same thing happened to us except we had to go over it was trying to spot it for an hour got down about 12 foot until we had another locator come out and market 15 foot off of the initial locate

A good rule is pothole where you cross it. And if you’re less than a foot away open it up. And you can’t always pothole where you cross but guidelines to follow. And you need to find the utility period, and yes it’s an arduous task. Several ways but addl monies to maybe bring in ground penetrating radar will help, but clearing windows helps keep the liabilities at bay.
