My exs sisters cat went to jump up on the balcony railing and.. just missed. 30 something floors up. I’ll never trust a cat on a balcony it makes me nauseaus how comfortable people are letting them wander freely on balconies

There are cat net companies. They install it too. Almost invisible and attach directly to the concrete so there are no gaps.

What about using flat pavers to line the edge? Don't stand them up, he'll be able to lay on them, and they'll raise him up high enough to not be able to fit through the bottom.
