the answer is that testimonies only tell you the people who did it who personally had a victim come forward, that orecentage might only be 10%,the list is to find people who havnt been named yet and are still implicated,it has nothing to do with nit believing victims and evrything to do with persecution of anyone who may have been involved and thus far have gone completely unnoticed.
