It’s native and a lot of people grow it not to use it.

It’s an extremely common ornamental plant and also extremely common in its native range! It’s difficult to really avoid it anywhere, but most gardeners who grow it don’t actually intend to use it for recreational purposes, you shouldnt need to worry too much. By the way, this looks like specifically the species Datura Innoxia !
