Do you have enough litter boxes? Older cat may be territorial about the litter box and not letting him use it. I’ve see recommendations that you should have (number of cats) + 1 litter boxes (so with two cats, you need 3 litter boxes). (**I’m sure if you foster you know all the tricks/things, but thought I’d throw my 2 cents in just in case!**)

This reminds me of when my boy would pee in the bed that was connected to his cat tree. Had to remove and adjust it so that he would kind of get the hint.
