To me, he seems like those ceilings are the right piss. I just take it down and put the ceilings up my opinion been watching the videos since the concrete in the living room keep it up good graft💯💯💯

I’d see what will come off with that scraper, it seems like a silk paint so what doesn’t come off you’ll need to sand before skimming or paint

ohhhh we had this in one of the bedrooms Latex Paint mixed with lining paper we used a scraper and steamer close all the windows and doors and leave the steamer on for a while score the paint first and it will loosen the latex for you to scrape easily
