hes probably never drank out of one of those. try a regular bowl. and hes very young to already be weaned. have you tried giving him goat milk? puppies will usually lap that right up. might help

Maybe he doesn’t like the bowl. Have you tried a different bowl and cleaning it very frequently.

He'll need a lifted bowl as he grows. This bowl is more for cats. He likely can't see the water as their depth perception is off because of their snoot.

different bowl. usually they dont like the bubbles from refill or pressure change. also fountains tend to be more engaging for them. sounds bougie, I know, but they do tend to like them better.
