What does that mean, educational rights? Can the parents, at times, retain some say over the foster parent about what happens to their kid in school?

I feel like we need a daycare or something specifically for foster kids/kinship care kids, with staff trained in being trauma informed & responsive. The problem with that would be the concept of “othering” them, though, & idk how to solve THAT issue…
