so the issue is, the authority to arrest in the case of the mayor has to be given via statutory Authority. that means the state or local government could actually give a mayor the authority to arrest. I have never seen it done so it's possible Butler has conferred that Authority to the mayor but it's highly unlikely and I don't have the interest in digging through their statutes.
