turn the bolt a 1/4 turn and the head of the bolt will come out of the flange. the threads at the nut are damaged from cutting the bolt. I hate those type of tank bolts👍👍

hack saw or muti tool... put a washer and a nut at the flange then you plastic cap washer another washer and nut

I always taught to bolt to toilet flange to avoid bolt spinning , so that you dont have to cut the turning bolt
