Sura 30:15 does not refer to human scribes, but rather to angels. There are angel scribes and messengers. "In the hands of the scribes" means angels. The word "safar" from the plural s.f.r root means ambassadors because they are also ambassadors.

safaratin also includes an aspect of an earthly travel or journey (safari) as in 5:6 meaning they were traveling scribes always with Rasul .
