I had to rewatch ep 1 & 21 to properly understand the exact timelines. When GilChae & JangHyeon met again at the end of ep 21 it wasn’t 1659 it was 5 years before that so it was 1654. In ep 1 when it says 1659 10th year of reign of King Hyojong, gilchae & jangHyeon were already reunited for 5 years & were living a secret life like they wanted that’s why no one still knew that JangHyeon did indeed survive. This is because King Injo dies in 1649 (we know this because in 1659 King Hyojong had ruled for 10 years) so 1649 is also when JangHyeon goes missing after losing his memory again. Then we know that it was YeonJoon who wrote the drafts about JangHyeon (the secret drafts from ep 1) after writing the drafts he decides to hang himself but is stopped by his wife.. when he wakes up GilChae is also there then yeonJoon tells GilChae he has been searching for JangHyeon for 5 years so GilChae goes looking for him & finds him so it had only been around 5 years. Then regarding RyangEum scene when he comes to see GilChae after learning that JangHyeon has died that happened before he was imprisoned because at that time GilChae still thought JangHyeon was dead which means it was before she met YeonJoon. After learning that JangHyeon maybe dead RyangEum eventually gets imprisoned in the mental prison where he keeps mumbling that someone will come set him free when time is right and someone does eventually free him in 1659 (in ep 1 it is 1659 in the beginning when RyangEum is still in prison) so that might have been JangHyeon freeing him years later probably after finally finding out about where he was…

She didn’t take 23 years to find him.. the entire timeline of the drama was 23 years.. she lost him for 13 years.. their entire time together and apart was 10 years before his second memory loss..
