FYI pva is water soluble, as soon as it gets damp or wet it will turn back to liquid pva again! You need sbr sealer

you can buy a Titan industrial hoover and it'd sort all that dust out for you, screwfix sell them and would highly reccomend it

No, now needs a dpm as the original floor compound had too much water. Then prime with an acrylic primer and apply a thin coat of another flooring compound
