That plan assumes fully functioning federal agencies exist with dedicated, experienced, multi-disciplinary federal employees. Relatively sure we no longer have those employees, and in some cases, entire agencies thanks to the chainsaw.

I just finished a AI Ethics, Conpliance nd Governance course through Oxford Business School. When the US AI Acrion Plan was released, we where able to compare it to the EU AI Act and there will definitely some serious roadblocks the US will have exporting AI stacks to US partners. In addition the US Plan calls for lower regulations and environmental measures to use federal lands to build AI data centers and infrastructure. This includes how our water sources are uses.
