I feel like it falls on the owner for not being responsible. In knowing where her dog is at especially a large dog. It's very intimidating when the dog runs up. Even when it wants to play and you don't know the dog. You don't know what's gonna happen. This is all on Her for not making sure her animal is controlled. It's the same thing with people who walk their dogs on a bike path walking path and don't have your dog and leash and then it attacks someone or something and they want to act like they're the victim.
