For anyone confused (don’t blame you), Rick Prime’s universe is where our Morty originated from, our Rick is C137 where Rick Prime killed his Diane and young Beth, the Beth we see here is the one who was abandoned by Rick Prime, 20 years later is when OUR Rick came back and started living with them, leading into Season 1. Because of the whole universe jumping thing that happened throughout the show, it’s complex but since Rick chooses universes that are almost identical to his and Morty’s, that’s why memories like this overlap even if this is technically not Season 1 Beth who was left in the cronenberg universe. Still following? Jerry was swapped out in Season 2 in the Jerryboree. Our current Beth, Space Beth and Summer are from the same universe. By the end of the Season 6 premiere, all of the family technically come from all different universes, but a lot of the memories/flashbacks are usually the same for continuity reasons and the variants being so similar.

I think the reason he looks like Rick Prime is it's a younger version of Rick, which most of them wear the same clothes at the same age. And Rick Prime probably didn't let himself get old and kept that image while the rest of the ricks aged and changed

His portal gun is empty, and this rick is obviously not rick prime, so this is exactly how all the ricks accepted rick primes offer, and they just left their daughters and worn the samw uniform as prime.
